Judith Moses
Leadership Development / Public Sector Change Management Specialist
Judith is a Former Associate with the Institute on Governance and President of Moses Consulting. She has been involved directly both as a manager and leader in shaping the culture and professionalism of the federal public service. She was one of the authors of a major report on public service values and ethics that led to a new code on values and ethics. She is an expert on the interface between public servants and politicians and the propriety of this important relationship. She had the opportunity to support four Prime Ministers during her various stints in central agencies and has worked closely with Ministers in various federal departments. She has served on employment equity committees promoting diversity in the public service.
Judith Moses' career in the public service spanned over 30 years. She has worked in many fields, including agriculture, rural development, export financing, youth programming, labour market policy, training and development, international development, and intergovernmental affairs. She eventually served at the rank of Senior Assistant Deputy Minister in Agriculture and Agri-Food Canada and in the Privy Council Office.
