This programme entailed the effective “closing down” of the legacy organizations, BOTA and TEC, and the effective “start-up” of the Human Resource Development Agency (HRDC) and the Botswana Qualifications Authority (BQA).  The programme also included the transformation of Botswana Examination Council, as well recognizing the wide range of collateral organizations impacted such as DTVET, DTEF, MTTC, and CITF. The programme resulted in a high level of change that impacted a wide range of stakeholders."
