The Objectives of the Consultancy was to Develop the 2013 – 2016 Strategic Plan using the Balanced Scorecard approach; Prepare the Three Year Strategic Plan for the period 2013-2016; and Develop an Implementation Plan for the strategy; Develop a Monitoring and Evaluation tool for the Strategy, including templates organizational, departmental and unit work-plans linking objectives and activities to measurable results; and Advise and recommend operational structure and human resources alignment and capacity needed to implement the strategy.
